Paul V. Lombardi
President and CEO


Mr. Lombardi has more than fifteen years of business and systems consulting and business development experience spanning federal and commercial industries in both domestic and international businesses. He is the President and CEO of TeraThink Corporation (TeraThink), the 96th fastest growing company in the country as ranked by Inc. Magazine’s 2009 Inc. 500 list.  As President and CEO, he oversees all aspects of the organization and provides complete leadership to the firm furnishing overall company direction.  He manages the implementation of business strategies, daily operations, and financial management.

He has worked for internationally recognized consulting firms as well as assisted in the development, management, direction and sale of a small start-up consulting firms specializing in enterprise application implementations. He has developed business for a global trade management software provider where he successfully positioned solutions with companies that trade internationally to streamline and compress their supply chain. His broad consulting and management experiences encompass all aspects of business practice, from project management, enterprise processes optimization and reengineering, enterprise application implementation, business system design and development, system analysis, and business development.

Mr. Lombardi earned his B.S. in Mechanical Engineering from Virginia Tech.

Doug Davidson, PMP
Vice President, Strategic Development and Enterprise Solutions


Mr. Davidson has over fourteen years of consulting experience in the Information Technology industry.  He is a United States citizen who has worked with federal administrative and financial management systems for the past eleven years in the areas of program management, implementation, integration, operations and maintenance, federal accounting, reporting, budgeting, and data management.  Mr. Davidson’s career has included leadership positions at global management consulting and accounting firms, as well as, small business government contracting organizations.

Mr. Davidson is responsible for corporate strategic development and management of TeraThink Corporation’s Enterprise Solutions practice.  Mr. Davidson manages all aspects of project performance, resource management, and corporate capacity development for enterprise solutions, including: Enterprise Resource Planning (ERP), Federal Financial Management (FFM), Human Resource (HR), Logistic Management (LM), and Enterprise Risk Management (ERM).

Mr. Davidson's management and government contracting experience is complimented by his involvement in associations, comprehension of industry trends and best practices, and broad relationships with industry and the public sector.  He is the founder and publisher of the Federal Financial Management News Web Log (www.FedCFO.com), an industry recognized web log for Federal CFOs, CIOs, CAOs, CPOs and CHCOs.  He is an active participant in the Industry Advisory Council (IAC) and the Association of Government Accounting (AGA). 

Mr. Davidson earned his B.S. in Computer Information Systems from James Madison University and is a certified Project Management Professional (PMP).

Tony Manzi
Vice President, Western Region


Mr. Manzi has over thirty five years of experience in the information technology and Federal financial management industries.  He has worked as a senior manager with several Federal government organizations including the General Accounting Office, Office of Personnel Management, U.S. Geological Survey, and the Department of the Interior’s National Business Center. Mr. Manzi was responsible for establishing the NBC as a shared service provider under the Financial Management Line of Business (FMLOB) and provided system implementation and operations and maintenance support services to numerous Federal organizations. Since leaving Federal service, he has worked with several small and mid-size consulting firms providing administrative and financial management systems support to wide range of Federal and commercial organizations.

Mr. Manzi is responsible for corporate strategic development and program management for TeraThink Corporation’s Western Region, located in Denver, CO.  He manages all aspects of project performance, resource management, and business development activities for enterprise solutions, IT security, and project and program management support opportunities.

Mr. Manzi’s Federal and government contracting experience is complemented by his active involvement in professional associations, understanding of industry trends and best practices, and broad relationships with industry and the public sector.

  Mr. Manzi has earned degrees in Accounting from Pennsylvania State University and Information Systems Management from George Mason University.

Rajiv Bartakke, PMP
Senior Practice Director


Mr. Bartakke has over twenty-five years of progressive business and Information Technology experience helping clients improve the efficiency and effectiveness of their operations. With commercial experience in the retail, telecommunications, high-tech, utilities industries, Mr. Bartakke has over fifteen years of experience focused primarily on helping public sector organizations implement Oracle-based Enterprise Resource Planning (ERP) systems. This includes experience in all aspects of the Systems Development Lifecycle (SDLC) including requirements analysis, configuration, design, development, testing, and deployment of Oracle’s eBusiness Suite within Federal Civilian agencies, as well as the Department of Defense (DoD), State and Local, and Higher Education clients.

Mr. Bartakke has over sixteen years of Oracle-based experience in consulting delivery, consulting management, and software product development. He has worked as an individual contributor, consulting team lead, development team lead, enterprise solution architect, practice manager/director, and project/program manager. During the last eight years, he has focused on developing and managing a portfolio of large-scale, Financial and Human Capital Management (HCM) projects.

Mr. Bartakke earned his M.B.A. in Business Management Information Systems from The American University and holds a B.A. in Economics and Business Administration from Ursinus College with minor concentrations in Computer Science, Finance, and Quantitative Business Methods. He is a member of the Project Management Institute (PMI) and a certified Project Management Professional (PMP). He has been invited as a guest presenter to the Association of Government Accountants (AGA).

Peter Menard, PMP
Senior Director


Mr. Menard has over fifteen years of business and system consulting with an emphasis on financial systems and financial management.  He has worked for small business and internationally recognized consulting firms focused on both commercial and public sectors.  He has a proven track record of successful management and delivery on large scale complex enterprise financial system environments in both the public and private sectors.   He has extensive experience with full SDLC including process analysis and improvement, quality assurance and IV&V.  Mr. Menard is self-motivated with a professional and personable demeanor, consistently establishes quality client relationships, and possesses solid computer skills in a variety of software programs. He is responsible for managing large scale information technology and management programs for TeraThink.

Mr. Menard earned his MBA in Finance and B.S. in Marketing Management from Virginia Polytechnic Institute. He has successfully completed numerous systems and project management classes. He is a Project Management Institute (PMI) member and certified Project Management Professional (PMP).

Thomas Byers, CPA
Senior Director


Mr. Byers has a proven track record of providing Federal clients with visionary thought leadership and business advisory support.  He has supported Governmental clients in accomplishing business process and financial system modernization objectives for the past 15 years.  His primary areas of expertise include Federal financial management, enterprise architecture, new technology insertion, systems integration, ERP advisory, audit and advisory services, and program/project management.

  Mr. Byers’ started his Government career with the Inspector General, Department of Defense, by conducting operational audits of DoD major weapon system acquisition programs, including emerging advanced technology programs.  While with the IG, DoD, Mr. Byers also conducted the DoD Consolidated Financial Statement audit and performed the very first audit of DoD’s implementation of the Government Performance and Results Act (GPRA).  Further, Mr. Byers conducted some of the first reviews of DoD financial systems’ compliance with FFMIA and FSIO standards.

  Since leaving Government, Mr. Byers’ career has included leadership positions with both global management consulting and accounting firms.  During his time, Mr. Byers has been a key driver of DoD business modernization activities, including the development of DoD’s first Business Enterprise Architecture and Transition Plan and DoD’s first common business language, the Standard Financial Information Structure (SFIS).  Mr. Byers also played a key role providing advisory support across DoD to multiple ERP implementations.

  Mr. Byers holds a B.S. in Business Administration, with an Accounting focus, from The Ohio State University.  He holds a Certified Public Accountant designation in Indiana and the District of Columbia.  Mr. Byers is a member of the AICPA and actively supports both the Association of Government Accountants (AGA) and the American Society of Military Comptrollers (ASMC).
